Gregory A. Bayer, Ph.D.
Chief Executive Officer
Dr. Gregory Bayer is the driving force behind United Behavioral Health's clinical, financial, and administrative performance. He joined United Behavioral Health in 2005, bringing with him more than 25 years of experience in the behavioral health field.
Dr. Bayer's career includes senior roles in business, clinical and network operations with industry-leading companies and health care institutions. Dr. Bayer served as executive vice president of operations and president of the employer division for Magellan Health Services. He also held the position of senior vice president of clinical and network operations at Human Affairs International, a division of Aetna. Prior to serving at Human Affairs International, he was regional clinical director and Ohio area director with Merit Behavior Care.
Bayer earned his graduate degrees from Ball State University and Miami University, and served as a naval officer. He is a licensed psychologist, and has presented and published numerous articles on various employee assistance- and mental health-related topics.
Rhonda Robinson-Beale, M.D.
Chief Medical Officer
Dr. Rhonda Robinson-Beale has more than 20 years experience in the fields of behavioral health and quality management, and currently leads the quality initiatives and development of United Behavioral Health's clinical models and systems.
Before joining United Behavioral Health, Dr. Robinson-Beale was chief medical officer of PacifiCare Behavioral Health (PBH). She also served as the senior vice president and chief medical officer for CIGNA Behavioral Health, where she was responsible for quality management, behavioral/medical/pharmacy integration, depression disease management design, and clinical measurement of performance of care management programs.
Dr. Robinson-Beale previously served in a number of leadership roles with other organizations, including national medical director for Blue Cross Blue Shield, executive medical director of medical and care management clinical programs for Blue Cross Blue Shield of Michigan and senior medical director for behavioral medicine for Health Alliance Plan.
She is also an active and highly respected member of the behavioral health community. She has been involved with both the National Committee for Quality Assurance (NCQA) and the Institute of Medicine's (IOM) Neuroscience and Behavioral Health and Health Care Services Board of Directors. As a member of the Institute of Medicine's (IOM) Neuroscience and Behavioral Health and Health Care Services Board of Directors, Dr. Robinson-Beale contributed to IOM's national studies: "To Err is Human" and "Crossing the Quality Chasm."
Dr. Robinson-Beale received her medical degree from Wayne State University and her psychiatric Training at Detroit Psychiatric Institute. She is certified in psychiatry by the American Board of Psychiatry and Neurology.
Rick Bates
Chief Marketing Officer
As chief marketing officer of United Behavioral Health, Rick Bates oversees United Behavioral Health sales, marketing, business development, and product management, and is responsible for creating and implementing strategies to develop new products, services and marketing programs and managing sales activities, including joint opportunities with other UnitedHealth Group units.
After obtaining an undergraduate degree at Williams College, Rick achieved the top level of sales performance at Unum Life Insurance. He then earned an MBA from The Wharton School and was recruited by Oxford Health Plans - a northeast health plan acquired by UnitedHealth Group in 2004 - where he served as director of executive projects and vice president of New York Sales. Rick subsequently held several high-level positions in CIGNA's Healthcare organization, leading a variety of sales and marketing initiatives that drove change in Cigna's business management practices. Most recently, he served as senior vice president of select segment and sales operations for Great-West Healthcare, where he implemented market and sales planning models.
Randall Odzer
Chief Financial Officer
Mr. Odzer oversees all aspects of United Behavioral Health's finance operations. He is responsible for creating and implementing strategies to support financial objectives as well as providing financial information to leadership and other business partners to assist in making sound operating, business development, and strategic decisions. He leads the business planning process and oversees preparation of annual and multi-year business plans. Mr. Odzer joined United Behavioral Health in 2005 after serving as the Chief Financial Officer for several regional managed care plans. Most recently, he was Senior Vice President and Chief Financial Officer for CIGNA Behavioral Health, overseeing their Finance, Pricing/Underwriting, and Administrative Claim/Call Operations. He also served as CFO of the HMO subsidiary of a Blue Cross Blue Shield plan, and was Vice President of Finance and Internal Audit for Rush Prudential Health Plans in Chicago (subsequently acquired by Wellpoint). He earned his B.S. degree in Accounting from the University of Illinois at Chicago and his M.B.A. in Business Administration from the J.L. Kellogg Graduate School of Management, Northwestern University. He is a Certified Public Accountant.
Pamela Russo
Human Capital Partner
Ms. Russo oversees all aspects of United Behavioral Health's personnel strategy as well as the continuing development of policy and procedures for our company's 3,000 employees. She started at United Behavioral Health in September 1997, coming from our sister company, UnitedHealthcare, where she was the Pacific Regional Director of Human Resources for UnitedHealthcare health plan employees in five western states. Ms. Russo has a long and impressive career in health insurance and managed healthcare, having started in direct client service in 1983 which culminated in a position as Director of Claims and Customer Service; she also has Human Resources experience starting from 1992. Ms. Russo is a member of the Society for Human Resource Management and the Northern California Human Resource Management Society.
David Whitehouse, M.D.
Chief Strategy and Innovation Officer
Dr. Whitehouse serves as United Behavioral Health's clinical lead as well as the company's product strategist for medical/behavioral/pharmacy integration and future innovation.
Prior to joining United Behavioral Health, Dr. Whitehouse spent 10 years at another behavioral health organization as Corporate Medical Director for Quality and Account Service, driving product development, client satisfaction and market innovation. His distinguished career also includes positions as Assistant Clinical Professor of Psychiatry at both Dartmouth Medical School and Yale University School of Medicine, Chief of Psychiatry at St. Mary's Hospital in Connecticut, and CEO of Charles River Hospital in Massachusetts.
Dr. Whitehouse holds master's degrees from both Harvard University and Cambridge University, an MBA from the University of Connecticut, an M.D. from Dartmouth Medical School, and a doctorate in theology from Harvard University.
